13th Session of the Board of Directors of the Agency for the Promotion and Economic and Social Development of the Northern Provinces and Prefectures of the Kingdom

On Monday, July 21, 2025, the Agency for the Promotion and Economic and Social Development of the Prefectures and Provinces of Northern Morocco (APDN) held its 13th Board of Directors meeting in Rabat, chaired by Ms. Nadia FETTAH ALAOUI, the Minister of Economy and Finance, in the presence of board members.

This session focused on:

  • The review of 2024 achievements
  • The presentation of the 2025 budget proposal
  • The discussion of the action plan for the 2026-2028 period.

2024 Assessment: A Sustained Development Dynamic

Mr. Mounir EL BOUYOUSSFI, General Director of APDN, presented the 2024 activity report, marked by significant progress in:

  • Structuring programs (Tanger, Tétouan, Al Hoceima)
  • Provincial Development Plans (PDP)

More than 3,943 projects have been completed, with an overall execution rate of 85% by the end of 2024.

Highlighted programs include:

  • The program for reducing social and territorial disparities in rural areas
  • The development program for Al Jabha and nearby municipalities
  • The program for the generalization of preschool education in rural areas
  • The complementary program for enhancing the medina of Tétouan.

A total investment of nearly 52 billion dirhams was mobilized for the implementation of these projects, including:

  • 2.5 billion dirhams directly contributed by the Agency
  • 27.3 billion dirhams managed directly by APDN, accounting for 53% of the total budget.

Perspectives 2026-2028: An Integrated and Territorial Vision

The General Director also outlined the main features of the integrated program for 2026-2028, with a projected budget of 5.16 billion dirhams, aiming to:

  • Strengthen basic social services
  • Modernize priority areas
  • Stimulate local investment
  • Support regional integration
  • Implement the rural development program in favor of ethnic communities.

A Confirmed Strategic Role

The Minister praised the efforts and achievements of APDN, emphasizing its central role in promoting integrated, sustainable, and equitable economic and social development in the northern region of the Kingdom.

She highlighted the trust of institutional and financial partners in the Agency, which can mobilize 20 dirhams in additional investment for every dirham invested.

She also called for strengthened collaboration among public actors, local authorities, and civil society to ensure the success of the major projects led by the Agency.

Approval of Management Documents

The Board of Directors approved:

  • The 2024 activity report
  • The financial statements, certified without reservation by the auditor
  • The operational and investment budgets for the 2025 fiscal year.
