Kénitra Initiates Consultation for Integrated Development

A consultation meeting dedicated to the development of a new generation of integrated territorial development programs took place on Friday in Kénitra. Attendees included members of local government councils, as well as representatives from various ministries and concerned organizations.

The meeting, chaired by the province’s governor, Abdelhamid El Mazid, is part of the ongoing efforts to align with the Royal Directives expressed by His Majesty King Mohammed VI during the Throne Day celebration and the opening of the first session of the fifth legislative year of the eleventh legislature.

A Participatory Approach at the Heart of the New Territorial Strategy

In his address, Governor El Mazid emphasized that this new generation of programs adopts an expanded participatory approach, involving all stakeholders. He highlighted the central role of local actors in the design and implementation of development projects.

This new phase aims to translate the High Royal Orientations into concrete initiatives structured around four strategic axes:

  • Promotion of employment and the creation of decent living opportunities,
  • Improvement of basic social services,
  • Sustainable management of water resources,
  • Integrated spatial development.

A Structured Methodology in Six Steps

The governor also detailed the methodology for developing these programs, which is based on a six-step process:

  1. Consultation meeting,
  2. Establishment of drafting and monitoring mechanisms,
  3. Global diagnostic of the current situation,
  4. Territorial analysis,
  5. Definition of priorities,
  6. Preparation and validation of final program versions.

Towards a Collective and Coherent Vision of Territorial Development

Abdelhakim El Bakkouri, head of the local government service, stated that the meeting aims to broaden the framework for participation by involving elected officials, civil society, economic operators, and public institutions. The goal is to establish a shared, coherent, and converging vision among various development initiatives.

He clarified that the central ambition is to design an integrated and balanced program capable of addressing the real needs of citizens while reinforcing territorial justice and sustainable development.

Interactive Exchanges for Enhanced Territorial Governance

Participants—representatives from elected councils, community actors, and local operators—emphasized the importance of a participatory approach tailored to the specificities of each territory. They stressed the need to mobilize the necessary financial and human resources to ensure the implementation of high-impact projects for citizens.

They also advocated for stronger coordination between authorities, elected officials, and economic and social actors to position the province as an integrated and sustainable development hub at the regional level.
