CNSS: New Regulatory Framework for the Board of Directors

Government Council Approves CNSS Board of Directors Decree
The Government Council, convened on Thursday in Rabat, has adopted Decree Project No. 2.25.641 concerning the Board of Directors of the National Social Security Fund (CNSS). This initiative was presented by Younes Sekkouri, the Minister of Economic Inclusion, Small Business, Employment, and Skills, on behalf of Minister of Economy and Finance, Nadia Fettah.
This decree aims to implement the provisions of Article 7 of the Dahir Law No. 1.72.184 dated 15 Jumada II 1392 (July 27, 1972), concerning the social security system, as amended and supplemented, particularly by Law No. 02.24 promulgated by Dahir No. 1-25-02 on 21 Sha’ban 1446 (February 20, 2025). According to Mustapha Baitas, the Minister Delegate in charge of Parliamentary Relations and government spokesperson, during a press conference following the council meeting, the decree’s purpose is to determine the relevant government authorities responsible for representing the state within the CNSS Board of Directors and to outline the procedures for appointing board members by the decision of the Head of Government.
Additionally, the decree project aims to establish the methods for calculating the number of seats reserved for representatives of workers and employers affiliated with the most representative national trade union and professional organizations, as well as the procedures for the nomination of these representatives by their respective organizations.
Moreover, the project defines the circumstances under which a member of the Board of Directors may lose their membership status and outlines the conditions for replacing the affected member for the remainder of their term.
