Conclusion of the 36th Ordinary Session of the Superior Council of Ulema

On Saturday in Rabat, the Superior Council of Ulema concluded its 36th ordinary session, held under the High Approval of His Majesty King Mohammed VI, Amir Al-Mouminine, President of the Council.

The closing session followed the meetings of the various commissions and the preparation of reports, and was attended by Ahmed Toufiq, the Minister of Religious Endowments and Islamic Affairs, as well as Mohamed Yssef, the Secretary General of the Council.

This session, which marks a significant milestone, focused on the study and examination of several issues, particularly the commemoration program for the 15th century anniversary of the birth of the Prophet Sidna Mohammad, Peace and Blessings be upon Him, in light of the Royal Letter, as stated to the press by Mohcine Igoujim, Director of the Department for Monitoring Local Ulema Council Activities within the Superior Council of Ulema.

Among the outcomes were the organization of an international conference highlighting the Biography of the Prophet and the ongoing verification of the work “Ach-chifa” by Qadi Ayyad, alongside other works related to Sira.

Regarding the activities of the authority responsible for issuing Fatwas between the two sessions, particularly concerning the Fatwa on Zakat, Mr. Igoujim emphasized that this issue received special attention in the discussions among Ulema, taking into account recent developments and contemporary transactions that require a jurisprudential perspective, considering social and solidarity dimensions.

He highlighted that the Council aims to develop a strong and balanced discourse, grounded in the values of moderation and intended for the entire society, through its examination of the various points on the agenda of this session.

For his part, Mohamed Derkaoui, Director of the Dawa (Preaching) Department in the Council, explained that the Commissions have been working on the new phase of the communication plan “Tasdid At-Tabligh,” which is based on a robust field-oriented vision characterized by direct communication between Ulema and citizens to guide them in religious and everyday matters, while enhancing the culture of solidarity.

This plan pays special attention to family-related issues, which the Ulema have discussed from religious, legal, judicial, and ethical perspectives following a rigorous program, supervised by regional and local councils, in collaboration with various stakeholders, he pointed out.

The Council’s Commissions reviewed the issues on the agenda, including the adoption of the annual action plan for the Council and Ulema Councils (2025-2026), the discussion of the commemoration program for the 15th century anniversary of the Prophet’s birth, Peace and Blessings be upon Him, in light of the Royal Letter, as well as the programming of intervention areas within the communication plan.

The Council’s deliberations were also dedicated to reviewing the activities of the authority responsible for issuing Fatwas between the two sessions, including the Fatwa on Zakat issued upon the order of His Majesty King Mohammed VI, Amir Al-Mouminine, monitoring the scientific work assigned to the Commission for Heritage Enhancement and the Commission of Studies and Research, in addition to assessing the management of the budget of the Superior Council of Ulema and the Ulema Councils for the financial year 2026.

This autumn session takes place in accordance with the provisions of Dahir 1.03.300 of 2 Rabii I 1425 of the Hijra (April 22, 2004), which reorganized the Ulema Councils, as amended, notably the first paragraph of Article 4, and in compliance with the provisions of Dahir No. 1.04.231 of 7 Moharram 1426 of the Hijra (February 16, 2005), which approved the internal regulations of the Superior Council of Ulema, particularly Articles 5 and 6.

Additionally, the session is held in accordance with Dahirs No. 1.23.47 and No. 1.23.48 promulgated on 26 Dou Al Kiada 1444 H (June 15, 2023).
