Tahraoui Announces a Gradual Expansion of GST Starting in 2026

Positive Preliminary Indicators for Territorial Health Groupings, Says Health Minister
The model of Territorial Health Groupings (GST) has yielded positive preliminary indicators in several areas, Health and Social Protection Minister Amine Tahraoui stated on Tuesday in the House of Councillors.
In response to an oral question regarding the “evaluation of the performance of Territorial Health Groupings,” Mr. Tahraoui explained that the initial pilot experience conducted in the Tangier-Tetouan-Al Hoceima region resulted in positive outcomes, particularly in terms of reducing management timelines and expediting decision-making at the regional level.
Additionally, he noted the adoption of a unified regional information system that connects various health facilities, allowing for coordinated tracking of a patient’s care journey.
This new model has also facilitated clearer organization of care pathways across different levels of service, a unified regional management of human resources, and improved coordination among health facilities in the region, he continued.
Moreover, the minister indicated that GSTs will be rolled out progressively and responsibly, based on the consolidation of the pilot experience, while drawing practical lessons in this regard.
In this context, he mentioned the commencement of preparatory work to pave the way for the broader implementation of this model, which includes strengthening the regulatory framework, clarifying transition pathways, coordinating between regional departments and university hospitals, developing regional budgets and phased work programs, as well as creating a clear mapping of care pathways according to specialties within each region.
The launch of the GST in Tangier-Tetouan-Al Hoceima, in accordance with the planned timeline, has confirmed and enhanced the methodology adopted based on field experience and has led to the development of a practical guide to support the establishment of GSTs in other regions, he assured.
The ministry, he added, aims to gradually expand this model throughout 2026, depending on each region’s readiness in terms of human resources, structures, and organization.
Recalling the ministry’s commitment to ongoing dialogue and consultation with social partners at all stages of creation and implementation, Mr. Tahraoui explained that thorough consultations will be held before the launch of each new GST to discuss lessons learned from the pilot experience and the challenges faced, with the aim of improving implementation mechanisms.
