Over 24.7 million beneficiaries of the Mandatory Health Insurance System in Morocco

The number of beneficiaries of the Mandatory Health Insurance (AMO/CNSS) scheme has surpassed 24.7 million people since its launch three years ago, a tally expected to reach by 2024, as stated by Mr. Mustapha Baitas, the Minister Delegate for Relations with Parliament and Government Spokesperson. These beneficiaries include employees from the private sector and self-employed workers, covered through AMO Tadamon and AMO Achamil.

During a press briefing following the Government Council meeting, Mr. Baitas emphasized that this national social protection initiative, launched by His Majesty King Mohammed VI, reflects the Kingdom’s strong commitment to consolidating the social state. He clarified that the government has successfully implemented the expansion of social protection, particularly for individuals unable to contribute, through the “AMO Tadamon” system, all the while preserving the achievements of RAMED.

The government has taken over the contributions of beneficiaries in favor of the CNSS, allocating an annual budget of 9.5 billion dirhams. Since December 1, 2022, a total of 11.1 million insured individuals, including dependents, have benefited from this system.

Mr. Baitas also explained that self-employed workers are now entitled to this benefit due to a collaborative approach with their representative bodies and the cancellation of their debts to the CNSS, which includes a total exemption from penalties and recovery fees until June 30, 2023. This initiative has allowed for the registration of over 1.7 million beneficiaries, raising their total to 3.9 million by the end of January 2025.

For individuals without paid or unpaid work but capable of contributing, the government has implemented the “AMO Achamil” scheme, which is optional. This initiative ensures that no Moroccan citizen is excluded from basic health coverage.

Additionally, the CNSS has expanded its network of agencies from 120 to 174, along with 65 mobile agencies, to accommodate the increase in reimbursement requests, which rose from 22,000 in 2021 to over 110,000 in December 2024.

Mr. Baitas mentioned that the government has launched over 25 communication campaigns, organized more than 8,400 regional caravans, and held over 4,200 meetings with professional organizations to raise citizen awareness on the importance of enrolling and contributing, as well as to inform them about health coverage procedures.

The minister also highlighted the importance of this initiative within a structural vision focused on good governance in the health sector, the enhancement of human resources, and the upgrading of health infrastructure. Consequently, the budget for the Ministry of Health and Social Protection has seen a significant increase, reaching 32.6 billion dirhams in 2025. Additionally, the program for extending and upgrading hospital offerings has bolstered the bed capacity of healthcare facilities by nearly 2,200 beds since 2022.
