AFROSAI and the African Union: Strengthening Cooperation and Governance
The President of the Court of Auditors, Zineb El Adaoui, who also serves as the Secretary General of the African Organization of Supreme Audit Institutions (AFROSAI), received a delegation from the African Union Commission (AUC) on Friday, led by Regina Maambo Muzamai, the Director of the Internal Audit Office.
This meeting focused on reviewing the mechanisms for implementing the AFROSAI-AUC Memorandum of Understanding, as stated in a communiqué from the Court of Auditors.
AFROSAI and the African Union: Strategic Priorities Following the Transfer of Secretariat
Ms. El Adaoui highlighted the strategic priorities set since the transfer of the AFROSAI Secretariat from Cameroon to Morocco in July 2025. These priorities include:
Improving communication among member institutions,
Enhancing the effectiveness of internal committees,
Strengthening coordination among Arabic, English, and French-speaking semi-regional organizations.
She also emphasized the importance of broadening cooperation with international partners and strengthening AFROSAI’s presence within INTOSAI and other global platforms dedicated to public audit and governance.

Enhancing Financial Governance in Africa: A Shared Objective
For her part, Regina Maambo Muzamai praised the efforts made to modernize the AFROSAI Secretariat, indicating that these contribute directly to improving financial governance in Africa. She underscored the necessity of preserving the independence of supreme audit institutions to ensure neutral, efficient, and rigorous public audits.
A Working Meeting on the Implementation Plan
A working meeting brought together:
Representatives from the African Union Commission,
A representative of the AFROSAI Presidency (Audit Office of Libya),
Members of the executive management,
The English-speaking semi-regional organization (participating remotely).
This session allowed for the examination of the operational measures necessary for the implementation of the memorandum.
An Action Plan to Strengthen the Institutional and Legal Framework
At the end of the meeting, a draft action plan was adopted. This plan includes:
Strengthening the legal framework of supreme audit institutions in Africa,
Developing professional skills,
Supporting advocacy for their independence,
Establishing mechanisms for the recovery of illicit assets,
Contributing to the realization of the Agenda 2063, the African Union’s long-term development strategy.
