General Assembly of African Notarial Bodies Held in Casablanca

The General Assembly of African Notarial Bodies took place on Wednesday, December 17, 2025, in Casablanca. Organized by the National Council of the Order of Notaries of Morocco, the assembly brought together representatives from the various bodies affiliated with the African Affairs Commission of the International Union of Notaries.

The meeting, conducted both in person and via video conferencing, saw participation from presidents and representatives of notarial institutions from several African countries, including Benin, Burkina Faso, Burundi, Cameroon, Congo, Guinea, Madagascar, Mali, Mauritania, Niger, Chad, Togo, Senegal, Côte d’Ivoire, and Morocco.

Key highlights of the General Assembly included the adoption of the minutes from the last Commission meeting, held in April in Côte d’Ivoire, the presentation of the Commission’s activities at the end of its mandate, and discussions on the operations of African notarial bodies.

The assembly also approved a partnership agreement between the African Affairs Commission of the International Union of Notaries and the African Regional Bureau of the Hague Conference on Private International Law (HCCH), with the signing scheduled for Thursday, December 18, in Casablanca.

This General Assembly provided a platform to discuss several issues related to the development of the notarial profession across Africa, enhancing cooperation and coordination among professional bodies, and improving the performance of notaries. The discussions also addressed the legal and economic transformations occurring in African nations, particularly in the context of the profession’s digital transition.

During the event, the president of the African Affairs Commission highlighted the pivotal role of Moroccan notaries in strengthening cooperation and sharing expertise among African entities.

In his remarks, the president of the National Council of the Order of Notaries of Morocco, Master Adel El Bittar, emphasized the importance of supporting and empowering African notaries to ensure their rightful place within the international legal system, thereby contributing to the continent’s legal and economic stability and development.

At the conclusion of the General Assembly, a partnership agreement was signed between the African notarial affairs commission and the COUTOT-ROEHRIG Group. Morocco’s hosting of the event aligns with its strategy to bolster the country’s African dimension and consolidate its position on the continental stage.
