CSPJ 2024: Enhancing Judicial Performance

In 2024, the High Council of the Judiciary (Haut Conseil du Pouvoir Judiciaire – CSPJ) launched a series of significant institutional measures aimed at enhancing its performance evaluation capabilities. These initiatives are fully aligned with its mission to oversee judicial work, improve the operation of courts, and strengthen public trust in the justice system.
According to the 2024 Annual Report of the CSPJ, these actions focused mainly on completing the administrative structures dedicated to the three judicial branches — civil, criminal, and specialized. The complete implementation of their responsibilities will allow for rigorous monitoring of court operations, in-depth analysis of judicial statistics, and ongoing observation of effectiveness indicators.
These institutional developments also form the basis for several concrete initiatives, including the implementation of the “reasonable time” principle, the establishment of indicative deadlines by type of case, and the development of an advanced IT system designed to track these deadlines. This digital tool provides a more precise assessment of court performance and ensures more effective oversight of case management.
Transparency and Access to Information: A CSPJ Priority
In 2024, the CSPJ continued its efforts regarding transparency, notably through the expanded publication of judicial jurisprudence and the systematic dissemination of official circulars. These actions aim to bolster judicial security, guarantee broader access to information, and strengthen citizens’ trust in the judicial institution.
As part of its strategic program, the Council modernized the digital portal dedicated to the decisions of the Court of Cassation in 2024, which was initially launched on January 26, 2022. This platform now features an enriched database and regular updates of the most recent jurisprudence, intended for judges and legal professionals.

The circulars issued by the Delegated President of the CSPJ in 2024 served as a major instrument for guidance and regulation. They informed judges of new legislative developments, reminded them of best professional practices, and alerted them to certain deficiencies, thereby enhancing the correct, uniform, and unified application of the law.
