Energy Partnership between Morocco and Spain – MCG24

An Unprecedented Energy Exchange Between the Two Countries
Energy relations between Morocco and Spain are experiencing a significant breakthrough with the establishment of the first bidirectional trade of electricity and gas. Morocco’s Minister of Energy Transition, Leila Benali, described this development as a historic moment that strengthens the partnership between Rabat and Madrid.
Enhanced Cooperation for Energy Security
In an interview with the daily newspaper El País, Benali emphasized that the relationship between the two countries has been built on constant dialogue since 2021. This cooperation was evident during the power outage on April 28, when Morocco mobilized up to 38% of its production capacity to support the Iberian Peninsula.
Efficient Interconnections and a Third Project in the Works
The Minister clarified that the two existing electrical interconnections offer a combined capacity of 1,400 MW and operate in both directions. A third connection project is in preparation to further enhance energy security and facilitate exchanges.
Rapid Progress in Renewable Energy in Morocco
Benali highlighted that renewable energy now accounts for 45% of the country’s energy mix, up from 42% in 2023, and is expected to reach 52% by 2027. Investments in the sector have tripled each year since 2021 to accelerate the energy transition.
Growing Opportunities for Spanish Companies
The dynamism of Morocco’s energy sector is attracting numerous foreign companies. Around 1,000 Spanish firms are already operating in Morocco, while Moroccan companies are engaging in various projects in Spain.
Critical Metals: Africa at the Center of the Global Transition
Discussing lithium, cobalt, and other strategic minerals, Benali stated that global demand cannot be met without Africa’s contribution. The Morocco-Spain connection thus represents a strategic access point to major corridors linking Africa to Europe.
Marrakech Declaration: A Framework for Responsible Mining
The Minister highlighted the Marrakech Declaration, which establishes an ESG framework aimed at promoting responsible, sustainable, and fundable mining projects.
Morocco’s Longstanding Commitment to Clean Energy
Since 1991, Morocco has been committed to developing clean energy and integrating advanced technologies into storage, batteries, and networks, at a time when the global energy system is undergoing profound transformation.
