First Reaction of the FRMF Following CAF’s Historic Decisions

The Royal Moroccan Football Federation (FRMF) has received the decisions rendered by the Appeals Commission of the African Football Confederation (CAF) regarding the incidents that marred the Africa Cup of Nations final between Morocco and Senegal.
Appeal Accepted and Decision Annulled
Meeting on Tuesday, March 17, 2026, the Appeals Commission decided to accept, both in form and substance, the appeal submitted by the FRMF, while annulling the initial decision made by the Disciplinary Commission.
The Commission concluded that the behavior of the Senegalese team fell under Articles 82 and 84 of the AFCON regulations, thus validating the Moroccan request.
Victory Awarded to Morocco by Default
In accordance with Article 84, CAF ruled that Senegal forfeited the match in the final, awarding victory to Morocco with a score of 3-0.
This decision is regarded as one of the most significant in the recent history of the competition due to its sporting and regulatory implications.
Reduced Sanction for Ismaël Saibari
Regarding player Ismaël Saibari, the Appeals Commission acknowledged his behavior as contrary to Articles 82 and 83 (1) of the disciplinary code but decided to reduce his punishment.
He will now face a two-match suspension, one of which is suspended, while the initially imposed fine of $100,000 has been revoked.
Lower Fines and Maintained Sanctions
Additionally, CAF has lowered the fine imposed on the FRMF for the behavior of the ball boys to $50,000 while confirming their responsibility.
However, the appeal concerning the incidents around the VAR zone was rejected, and the $100,000 fine remains in effect.
Finally, the sanction related to the use of lasers has been reduced to $10,000, while other requests were denied.
