Import Control in Morocco: 2024 Review and Outlook

In 2024, the import control system witnessed a notable evolution, processing 128,156 cases—an increase of 6.8% compared to 2023, according to the Ministry of Industry and Trade. This growth was accompanied by a significant reduction in processing times, with an average documentary processing time of 0.86 days (a decrease of 0.27 days from the previous year) and a physical processing time for cases (visual inspection of products) of 2.13 days (down by 0.57 days).

The ministry also reported that tests were conducted on 7,101 samples of imported products (up 5.5% from 2023), among which 798 imports were found to be non-compliant. This non-compliance led to the prohibition of over 5,583 tons of products, primarily textiles, construction materials, electrical appliances, automotive parts, and gas devices.

As part of the digitization of procedures, the ministry launched a new online platform on December 2, 2024, to manage the issuance of Certificates of Conformity (CoCs) for products subject to controls at origin. Less than two weeks after its launch, 30 CoCs had been issued, showcasing the speed and efficiency of the new platform. Additionally, an application for managing physical inspection visits of imports and a dedicated platform for issuing Approvals for Conformity are being developed in partnership with Portnet.ma.

Moreover, the complaints platform for importing companies, which was launched in 2022, received 2,261 complaints in 2024; of these, 1,898 were addressed, while 363 were classified as unfounded or outside the competence of the relevant authorities.

The national control plan for 2024 has also strengthened consumer protection, with 25,280 control operations carried out by the ministry’s inspectors, resulting in 380 official reports. Furthermore, over 330,000 control visits were conducted as part of mixed provincial and prefectural commissions, leading to nearly 15,300 official reports.

Since 2015, the import control system has undergone a major transformation, marked by the optimization of case processing, the simplification of procedures, and the digitization of control processes, aimed at improving efficiency and transparency in import management.
