Morocco Lays the Foundations for Its Regional Maritime Clusters

On March 31, 2026, Morocco held its first major national conference dedicated to regional marine clusters at the solemn setting of the Tour Hassan Hotel. Organized by the Moroccan Maritime Cluster (CMM) in partnership with the Association of Regions in Morocco (ARM), the event gathered ministers, regional elected officials, funding bodies, and international experts around a clear goal: to transform the vast maritime resources of the Kingdom into concrete and differentiated economic development levers.

The day was structured into three complementary sessions: conceptual foundations and international comparisons; differentiated regional specialization—logistics and naval for Tangier-Tetouan, aquaculture for Dakhla-Laâyoune, and green hydrogen for Souss-Massa; and finally, the conditions for accessing international blue financing, with participation from the French Development Agency (AFD), the European Investment Bank (EIB), and the African Development Bank (AfDB). The event concluded with a solemn reading of the Rabat Call by Professor Miloud Loukili, a declaration of collective commitment urging a shift from strategic discourse to concrete territorial action.
