Morocco Reaffirms Its Commitment to an Equitable Francophonie in Kigali

On Wednesday in Kigali, Morocco reiterated its strong commitment to an equitable and inclusive Francophonie, expressing its readiness to share expertise in promoting gender equality.

Speaking at the 46th Ministerial Conference of the Francophonie (CMF46), themed “30 Years After the Beijing Conference: Women’s Contributions in the Francophone Space”, the Moroccan delegation highlighted the country’s efforts to strengthen female leadership and support the creation of a Francophone network of women leaders and mentors.

Promoting Female Leadership and Economic Inclusion

Morocco called for accelerating the economic inclusion of women, especially in rural areas, and enhancing access for girls to STEM (Science, Technology, Engineering, Mathematics) fields, digital technologies, and artificial intelligence.

According to the Moroccan delegation, the year 2025, marking the 30th anniversary of the Beijing Action Plan, represents a major turning point for advancing women’s rights and consolidating equal opportunities.

Moroccan Reforms: An Advanced Framework for Gender Equality

The delegation reminded attendees that the significant reforms initiated by His Majesty King Mohammed VI have strengthened the legal and institutional framework committed to gender equality.

The 2011 Constitution, which establishes parity as a national objective and prohibits any gender-based discrimination, serves as a cornerstone in this process.

Access to Education and Combating School Dropout

Morocco presented the measures adopted to improve girls’ access to education, including:

  • the creation of new school infrastructures,

  • dedicated programs for enrolling girls in schools,

  • a national strategy against school dropout launched in 2024.

Moroccan girls are performing excellently in scientific fields, representing 42% of students in engineering and excelling in prestigious international institutions.

Morocco’s Contribution to African Strategies

The Kingdom is also heavily involved in preparing for the African Education Decade 2026-2035 and other continental strategies related to vocational training, science, and innovation.

Morocco emphasizes the importance of integrating a gender perspective into all these policies.

On November 5, the Pan-African Parliament adopted a model law on equality and equity, proposed by Morocco, aimed at becoming an African reference.

Women’s Leadership and Political Participation

Morocco has implemented new measures to encourage female representation, particularly during the Cabinet meeting last October, including:

  • the creation of electoral districts reserved for women,

  • incentives for young candidates,

  • mechanisms to enhance the presence of women in governance.

The Kingdom also promotes women’s diplomacy, enhancing women’s participation in peace processes and international missions.

Commitment within the Francophonie and International Cooperation

Morocco shares its experience in gender-sensitive budgeting (GSB) and supports the budgetary strengthening of the Francophone Network for Gender Equality.

Led by Nadia El Hnot, the Moroccan delegation reaffirmed the Kingdom’s willingness to actively contribute to the programs of the International Organization of La Francophonie (OIF) and to enrich the political dialogue within the Francophone community.

The CMF46 brings together ministers, diplomats, and officials from OIF member countries around values of democracy, equality, cultural diversity, and human rights.
