Morocco Reaffirms Its Commitment to an Equal Francophonie in Kigali
On Wednesday in Kigali, Morocco reiterated its strong commitment to a fair and inclusive Francophonie, expressing its readiness to share its expertise in promoting gender equality.
Speaking at the 46th Ministerial Conference of La Francophonie (CMF46), centered on the theme “30 Years After the Beijing Conference: The Contribution of Women in the Francophone Space”, the Moroccan delegation highlighted the Kingdom’s efforts to strengthen female leadership and support the establishment of a Francophone network for women leaders and mentors.
Promoting Female Leadership and Economic Inclusion
Morocco called for accelerated economic inclusion of women, particularly in rural areas, and for increasing access for young girls to STEM (Science, Technology, Engineering, Mathematics) fields, digital technology, and artificial intelligence.
According to the Moroccan delegation, the year 2025, marking the 30th anniversary of the Beijing Action Plan, represents a major turning point for advancing women’s rights and consolidating equal opportunities.
Moroccan Reforms: An Advanced Framework for Gender Equality
The delegation reminded attendees that the significant reforms initiated by His Majesty King Mohammed VI have strengthened the legal and institutional framework dedicated to gender equality.
The 2011 Constitution, which positions parity as a national goal and prohibits discrimination based on gender, serves as a cornerstone in this process.
Access to Education and Combating School Dropout
Morocco presented measures adopted to improve girls’ access to education, including:
the creation of new school infrastructure,
programs dedicated to the education of girls,
a national strategy against school dropout launched in 2024.
Moroccan girls are achieving excellent performance in scientific fields, comprising 42% of engineering students and excelling in prestigious international institutions.
Morocco’s Contribution to African Strategies
The Kingdom is also actively involved in preparing for the African Decade of Education 2026-2035 and other continental strategies related to vocational training, science, and innovation.
Morocco emphasizes the importance of integrating gender considerations into all these policies.
On November 5, the Pan-African Parliament adopted a model law on equality and equity, proposed by Morocco, which is intended to serve as an African reference.
Leadership and Political Participation of Women
Morocco has implemented new measures to encourage female representation, notably during the Cabinet meeting last October, including:
the creation of electoral constituencies reserved for women,
incentives for young candidates,
mechanisms strengthening women’s presence in governance.
The Kingdom also promotes female diplomacy, enhancing women’s participation in peace processes and international missions.
Commitment within La Francophonie and International Cooperation
Morocco shares its experience in gender-sensitive budgeting (GSB) and supports budget strengthening of the Francophone Network for Gender Equality.
Led by Nadia El Hnot, the Moroccan delegation reaffirmed the Kingdom’s willingness to actively contribute to the OIF’s programs and enrich the Francophone political dialogue.
CMF46 gathers ministers, diplomats, and officials from member countries of the OIF around the values of democracy, equality, cultural diversity, and human rights.
