Omar Zniber Reaffirms Morocco’s Leadership in Migration Matters

A Strong Commitment to Humanitarian Migration Governance
During a roundtable in Geneva, Ambassador Omar Zniber, Morocco’s Permanent Representative to the UN, reaffirmed the Kingdom’s solidarity and leadership in promoting dignified and humane migration governance. Morocco, as the leading contributor to the Resilience Fund, thus confirms its historical commitment to international cooperation on migration and protection.
A Driving Role Since the Marrakech Global Compact
Mr. Zniber reminded attendees that the Kingdom, host of the Global Migration Compact in 2018, was the first president of the “champion countries” group. Morocco prioritizes an intercontinental dialogue, especially through the Rabat Process, connecting African and European priorities. The diplomat emphasized the importance of a community-centered approach, supported by civil society that actively involves migrants.
Migration: A Strategic Opportunity for Morocco

Increasing Migration Presence as a Reflection of Strong Regional Role
Drawing on data from the High Commission for Planning (HCP), Mr. Zniber highlighted the notable increase in the number of foreigners residing in Morocco. This trend underscores the country’s role as a space for settlement, transit, and opportunities, illustrating the rise of circular migration, remittance transfers, and socio-economic exchanges.
Contribution to the Resilience Fund: A Symbol of Solidarity
By supporting this Fund, Morocco promotes a sharing of responsibilities among states. For Mr. Zniber, migration constitutes a global public good requiring collective responses. He encouraged other countries to join this dynamic and strengthen the overarching vision of the Global Migration Compact.
A National Strategy Aligned with International Priorities
Morocco pursues a structured policy through its National Immigration and Asylum Strategy, aimed at:
the protection of migrants,
their integration,
the promotion of regular migration pathways,
the enhancement of circular mobility and remittance transfers.
Partnership with the IOM reinforces these efforts, benefiting both Morocco and the international community.
A Call to Expand the Alliance of “Champion Countries”
Omar Zniber invited states to join Morocco in this dynamic, to support migration resilience, and to promote regular, safe, and orderly migration. For him, migration is not a challenge to be eradicated, but an opportunity to be harnessed, grounded in dignity, solidarity, and shared responsibility.
