Rabat Hosts International Seminar Against Audiovisual Piracy Ahead of CAN 2025

The Moroccan Bureau of Copyright and Neighboring Rights (BMDAV), INPI France, and the Delegation of the European Union to Morocco are organizing an international seminar dedicated to combating audiovisual piracy on December 16 in Rabat, with the support of INTERPOL, the Motion Picture Association (MPA), and the Alliance for Creativity and Entertainment (ACE). The event comes just before the CAN Morocco 2025, a time particularly vulnerable to illegal sports content broadcasts.

A Major Economic and Security Challenge

The seminar will focus on digital piracy, specifically the illegal online broadcasting of sports events, an activity that has become a significant economic, legal, and security challenge today.

According to ACE investigations, Morocco ranks among the areas with a considerable number of groups specializing in IPTV piracy, illegal streaming, and content ripping, targeting North Africa, Europe, and the Middle East.

Despite an increase in complaints and technical advancements in identification, few cases lead to convictions or sustainable closures of platforms due to lengthy procedures and the increasing complexity of criminal networks.

Morocco’s Strategic Role in the Regional Ecosystem

Due to its geographical location and digital development, Morocco has become a regional hub for content distribution. Its telecommunications and hosting infrastructures — often targeted or misappropriated by pirates — position the country as a central player in protecting intellectual property.

As CAN 2025 approaches, authorities anticipate a surge in illegal streaming attempts, creating an opportunity to enhance preventative, deterrent, and enforcement actions.

Towards Enhanced National and International Cooperation

The seminar will bring together Moroccan authorities (cybercrime, regulators, judicial authorities) and numerous international partners: ACE, INTERPOL, MPA, INPI France, and the Delegation of the European Union.

Discussions will focus on:

  • Improving cooperation mechanisms,

  • Accelerating the blocking of pirate sites and streams,

  • Enhancing technical capacities,

  • Updating legal tools in response to constantly evolving piracy methods.

This initiative is part of a sustainable strategy aimed at strengthening Morocco’s leadership in the fight against piracy and counterfeiting, alongside recent efforts initiated in Casablanca against counterfeiting.
