Rachid Talbi El Alami Advocates for a Balanced Partnership Between Morocco and Europe

During a meeting of the Bureau of the Parliamentary Assembly of the Union for the Mediterranean (PA-UPM) in Granada, the President of the Moroccan House of Representatives, Rachid Talbi El Alami, advocated for a more balanced partnership between Morocco and Europe, aimed at addressing the common challenges faced by both parties. Mr. Talbi El Alami emphasized the importance of enhancing cooperation to respond to the current political, economic, and social changes in Europe, particularly in the areas of migration and climate.
A Partnership Based on Mutual Respect and Shared Values
Highlighting that Europe remains a strategic partner for Morocco, he specified that the relations between the two regions should be founded on a "mutually beneficial" partnership, based on essential values such as mutual respect, democracy, and human rights—principles that Morocco regards as universal and worth defending. Furthermore, Mr. Talbi El Alami called for Europe to unify its position so that it can build coordinated responses to global challenges. He mentioned the need to strengthen cooperation and dialogue, especially within the Euro-Mediterranean space, a geostrategic and cultural basin that he envisions becoming a genuine space of unity and solidarity.
Strengthening Multilateral Institutions for Peace and Stability
The President of the House of Representatives also spoke about the role of the European Parliament in creating a collective dynamic among Mediterranean countries. According to him, strengthened coordination among these partners is crucial for tackling current challenges at both regional and international levels. He stressed the necessity of restoring trust in multilateral institutions to enable them to work effectively for peace, stability, and shared progress.
Morocco’s Commitment to Migration and Climate Challenges
On his part, Mohammed Zidouh, the President of the Cultural Commission of the PA-UPM, underscored the relevance of the topics discussed, such as migration movements and climate change. He highlighted Morocco’s commitment in these areas, particularly its investment in renewable energies to address challenges related to drought and energy transition. Zidouh pointed out that Morocco’s national strategy places renewable energies at the core of sustainable development and that decarbonization has now become a priority to ensure long-term climate stability.
The Parliamentary Assembly of the Union for the Mediterranean
The PA-UPM, a regional parliamentary organization, brings together 43 Mediterranean countries from both the north and south, and serves as an important framework for enhancing interparliamentary cooperation and addressing major regional issues such as migration, climate, and sustainable development.
Overall, this meeting highlighted Morocco’s determination to play a key role in promoting Euro-Mediterranean cooperation and in formulating common solutions to global challenges.
