The development of offshoring aims to position Morocco as a global digital hub.

Government officials and institutional and professional stakeholders emphasized on Tuesday in Rabat that the development of the offshoring sector in Morocco aims to strengthen its position as a leading digital hub on both regional and global scales.

A Positive Break from Traditional Models

During a roundtable discussion titled “Offshoring Offer in Morocco: A Renewed Model and Shared Ambition”, Younes Skouri, Minister of Economic Inclusion, SMEs, Employment, and Skills, stated that the sector serves as a strategic lever for skilled employment. He pointed out that the ministry adopts a flexible training system capable of following and anticipating technological transformations, relying on a “pool of skills” to meet the needs of large global companies.

Digital Trust and Data Protection

Omar Sghrouchni, President of the National Commission for the Control of Personal Data Protection, highlighted that digital trust and data protection are essential pillars for enhancing the attractiveness of Morocco’s offshoring offerings. Adherence to international standards grants Morocco global credibility and positions it as a safe destination for cross-border digital flows, operating within a transparent framework for investors.

Record Performances and Ambitions for 2030

For his part, Youssef Chraibi, President of the Moroccan Federation of Offshoring, reminded attendees that the sector has demonstrated resilience and capacity, recording an export turnover exceeding 26 billion dirhams by the end of 2024. He noted that the ambition for 2030 aims to surpass these results, targeting a turnover of 40 billion dirhams and the creation of 270,000 jobs, with a focus on added value, skills, and innovation.

A 2024-2030 Technical and Operational Roadmap

Adel Chtanouf, President of the General Management of the Savings Fund and Development Management, presented the operational and technical aspects of the 2024-2030 program agreement for the development of offshoring, aimed at transitioning to high-value-added activities. Decree No. 15/2025 establishes a transparent contractual framework that directly ties financial incentives to the quality of jobs created while promoting the digitalization of procedures and the development of modern activity zones equipped with the most advanced technologies.

Signing Agreements to Accelerate Implementation

The meeting was marked by the signing of three major agreements, illustrating a collective commitment to accelerate the implementation of the new roadmap from the Ministry of Digital Transition and Administrative Reform. These agreements focus on strategic investment in human resources training and the development of Tech Valley Offshoring zones, combining modern infrastructure with high-value-added services to attract domestic and international investments and create skilled jobs.
