Morocco Improves Its Budget Transparency Score by 4 Points

Morocco Shows Significant Progress in Budget Transparency, Reports Ministry of Economy and Finance
The Ministry of Economy and Finance has announced that the results of the "Open Budget Survey" 2025 reveal a notable improvement in budget transparency in Morocco. The country has gained 4 points compared to 2023, reaching a score of 51 points in 2025.
According to the ministry, these results, published on April 15, 2026, by the International Budget Partnership (IBP), were developed with the involvement of the Budget Directorate, in coordination with Parliament and the Court of Auditors.
This performance places Morocco third in the Middle East and North Africa region, behind Jordan and Egypt.
The ministry attributes this progress to enhancements in the quality and accessibility of budget information, particularly through the finance bill, semi-annual reports, and the publication of the preliminary budget report.
The country also recorded an increase of 8 points in budget control, reaching a total of 51 points, largely due to the improved role of the legislative power (+13 points) and the strengthening of oversight by the Court of Auditors.
Regarding citizen participation, Morocco showed a 60% improvement (+9 points), maintaining its second position regionally, trailing only Egypt.
The ministry emphasizes that this evolution aligns with the ongoing structural reforms of public finances, bolstered by the 2011 Constitution, the organic law concerning the finance law, and the law on the right to access information.
Finally, a new strategic framework for public finance reform (2026-2032) has been adopted, aiming to enhance performance, sustainability, and transparency while improving citizen participation and understanding of public finances, with gradual implementation starting in 2026.
