BEI: €375 Million Mobilized in Morocco by Early 2026 for Structural Projects

European Investment Bank’s Commitment to Morocco Strengthened in 2026
The European Investment Bank (EIB) has reaffirmed its strong support for Morocco in 2026, following a record year in 2025. In the first quarter alone, the European institution mobilized €375 million through several targeted financing initiatives, focusing on key sectors such as forestry, highway infrastructure, and rail transport.
Enhanced Support for Sustainable Forest Management
In January 2026, the EIB allocated an additional €10 million to the inclusive and sustainable forest management program, raising the total commitment to €110 million. Managed by the National Agency for Water and Forests (ANEF), this project aligns with Morocco’s “Forests 2020-2030” strategy and spans the period from 2024 to 2028. It receives support from the European Union through a guarantee and a grant via the Neighbourhood Investment Platform (PIV).
€300 Million to Modernize the National Highway Network
In February, the EIB entered into a major partnership with the National Society of Motorways of Morocco (ADM) to provide a €300 million loan. This financing aims to modernize and enhance the resilience of the national highway network, responding to challenges posed by climate change, economic dynamics, and preparations for major sporting events set for 2030.
Ongoing Support for the Rail Sector
In March 2026, an additional €50 million was granted to the National Office of Railways (ONCF) as an extension of an agreement signed in 2022. This funding package is accompanied by €15 million in grants provided by the European Union through the PIV. It’s worth noting that an initial financing of €200 million had already been mobilized under this agreement.
Confirmed Momentum Following a Record Year
In 2025, the EIB, through its EIB Global branch, had already mobilized €740 million in Morocco, marking its highest level of commitment since 2012. This momentum continues into 2026, with investments directed towards projects that have substantial economic and social impact.
Priorities Aligned with Sustainable Development
The EIB plans to bolster its support for Morocco by focusing on strategic areas such as infrastructure modernization, access to water, energy transition, post-earthquake territorial development, and support for the private sector. These actions are part of the Mediterranean Pact and the "Global Gateway" initiative, aimed at enhancing economic resilience and improving living conditions for citizens.
