Morocco’s Highways: A New Concession Agreement and Several Major Projects in Preparation

The Kingdom has taken a significant step in modernizing its transportation infrastructure with the signing of a new concession contract between the State and the National Company for Highways of Morocco (ADM).
Officially endorsed in the presence of the Minister of Equipment and Water, Nizar Baraka, and the Delegate Minister responsible for Budget, Fouzi Lekjaa, this agreement is part of a strategy aimed at enhancing territorial connectivity and supporting major projects related to the vision for 2030.
New Roadways to Enhance Mobility
Among the projects currently being implemented or in the planning phase is the expressway connecting Aïn Aouda to Oued Zem.
Spanning 127 kilometers, this infrastructure involves an estimated investment of 1.9 billion dirhams. Initial sections of the project are set to launch in 2026, aiming to improve traffic flow between various regions of the Kingdom and facilitate economic exchanges.
A Bypass Highway to Alleviate Traffic in Agadir
Another major project is the upcoming bypass highway for Agadir.
Measuring 85 kilometers, this infrastructure is currently undergoing technical and geotechnical studies. It aims to reduce urban congestion, streamline north-south traffic, and enhance accessibility to the capital of Souss.
This future link is particularly significant in light of the 2030 World Cup, where Agadir will serve as one of the host cities.
Modernization of National Route 7
The program also includes upgrading several segments of National Route 7.
Work will focus on the sections Tizi N’Test to Tafinghoult and Ouirgane to Tlat N’Yacoub, with a total investment of 665 million dirhams.
These improvements are intended to enhance road safety, strengthen connectivity in mountainous areas, and support local economic development.
Over 6 Billion Dirhams for Road Infrastructure
The 2026 Finance Bill allocates more than 6 billion dirhams for road and highway infrastructure.
This financial commitment reflects the public authorities’ determination to open up various regions, strengthen connections between major economic hubs, and accommodate the expected increase in traveler flows by 2030.
Agadir at the Heart of World Cup 2030 Preparations
As a major tourist destination and a future site for the 2030 World Cup, Agadir represents a key focus of this strategic development plan.
The construction of a bypass highway is prioritized to address the rising volume of road traffic, improve mobility, and support the region’s economic appeal.
A Vital Link in National Development Projects
The expansion of the highway network is part of a comprehensive vision that also includes high-speed rail projects, port infrastructures, airports, sports facilities, and tourism investments.
By ensuring better connectivity between these various hubs, highways play a strategic role in the Kingdom’s competitiveness and the success of the significant projects undertaken at the national level.
