Ryad Mezzour: Supermarkets Will Not Dominate the Market; Local Commerce Remains Predominant in Morocco

The Minister of Industry and Commerce, Ryad Mezzour, affirmed that local businesses maintain a central role in Morocco’s commercial landscape, despite the rise of supermarkets and modern distribution networks.

Local Commerce Represents 80% of Retail Outlets

During a question-and-answer session at the House of Representatives on June 16, Ryad Mezzour indicated that local commerce remains dominant in Morocco, accounting for about 80% of retail outlets and nearly 60% of commercial turnover.

The minister emphasized that this sector is “vital and essential,” deserving preservation and enhancement as a cornerstone of the national economy.

Supermarkets Will Not Replace Grocery Stores

Ryad Mezzour underscored that the expansion of modern distribution networks has not led to the disappearance of neighborhood grocery stores, which continue to play a strategic role in the daily supply of households.

According to him, the government’s approach focuses on the complementarity of different commerce models, rather than a logic of replacement or exclusion.

Modernization and Improvement of the Business Environment

The minister also pointed out ongoing efforts in coordination with local authorities to enhance the aesthetics of shops and further integrate local boutiques into the urban fabric.

The goal is to structure this sector while preserving its economic and social role in communities.

Simplifying Procedures and Supporting Merchants

On the regulatory front, Ryad Mezzour noted that the government is working with the Ministry of the Interior to simplify administrative procedures related to grocery store activities, which mainly rely on a declaration system.

Measures are also being implemented to address challenges related to equipment, local permits, and strengthening the economic viability of small merchants.
