Dakhla: A Third Call for Tenders Launched to Allocate 1,090 Hectares of Irrigated Agricultural Land

Launch of New Agricultural Projects in Dakhla-Oued Eddahab

The Agricultural Development Agency (ADA) has issued a third call for tenders aimed at both Moroccan and foreign investors for the allocation of 35 agricultural projects covering over 1,090 hectares in the Dakhla-Oued Eddahab region. This initiative is part of a significant irrigation project powered by a seawater desalination station, set to irrigate nearly 5,000 hectares of farmland.

A Public-Private Partnership to Enhance Agricultural Land

This call for tenders focuses on the long-term leasing of plots under the private domain of the state within the framework of a public-private partnership (PPP).

The 35 proposed projects include 28 medium-sized projects, 3 large projects, 3 projects subject to an aggregation scheme, and 1 small project, all totaling more than 1,090 hectares. Contracts with investors will have an initial duration of 25 years, extendable up to 40 years for projects that include the establishment of an industrial processing unit.

Horticulture at the Heart of the Project

Tender specifications emphasize the development of horticultural crops, excluding red fruits.

Investors are required to dedicate at least 75% of the areas of medium, large, and integrated projects to vegetable production, while small projects must allocate 70% for the same purpose. These commitments must be upheld throughout the operational period to ensure optimal water resource utilization.

An Irrigation Model Inspired by Chtouka-Aït Baha

Similar to the irrigated area of Chtouka-Aït Baha, access to water will be based on a tiered subscription system.

Beneficiaries will be required to pay a subscription fee of 5,000 dirhams per hectare, along with a connection fee of the same amount upon the initiation of infrastructure. The final phase will involve the subscription to an agreement covering six irrigation campaigns. The distributed water will be exclusively reserved for agricultural activities.

A Structural Project for Agriculture in Dakhla

This new operation accompanies the upcoming commissioning of the desalination station and irrigation network, both key elements of the agricultural strategy in the southern provinces.

By promoting high-value agriculture while preserving water resources, this project aims to enhance the attractiveness of the Dakhla-Oued Eddahab region, stimulate private investment, and support the development of sustainable agriculture tailored to local climatic conditions.
