Morocco: A New Framework for Renewable Electricity Self-Production by Businesses and Local Authorities

Morocco has reached a significant milestone in its energy transition strategy by establishing a comprehensive legal framework dedicated to the self-production of electricity from renewable sources. This initiative applies to businesses, industries, local authorities, and public administrations.

This reform aims to accelerate the decarbonization of the national economy and gradually reduce dependence on fossil fuels, aligning with the Kingdom’s sustainable development goals.

A High-Level Mobilization Around the Reform

The implementation of this new framework was marked by a workshop that brought together approximately 200 participants from various national institutions and international partners. Among those present were the Ministry of Energy Transition and Sustainable Development, the Ministry of Economy and Finance, the Ministry of the Interior, and the National Electricity Regulatory Authority.

Also participating in the proceedings were the National Office of Electricity and Drinking Water (ONEE), the MASEN agency, international technical and financial partners, as well as industry stakeholders and project leaders engaged in the energy transition.

A Central Role for Local Stakeholders

Regional multi-service companies were also present at this meeting, confirming their crucial role in the territorial implementation of the reform. They will be called upon to support self-production projects and facilitate their integration into local distribution networks.

This involvement aims to ensure better coordination among the various stakeholders and guarantee an effective deployment of the framework across the entire national territory.

Toward the Widespread Adoption of Decentralized Production

This new system aspires to promote the emergence of a more decentralized energy model, where economic actors can produce and consume their own green electricity.

It is part of a broader momentum for the development of renewable energies in Morocco, while enhancing the competitiveness of businesses and the country’s energy security through more sustainable and innovative solutions.
