AFROSAI and the African Union: Strengthening Cooperation and Governance
The President of the Court of Auditors, Zineb El Adaoui, who also serves as the Secretary General of the African Organization of Supreme Audit Institutions (AFROSAI), met on Friday with a delegation from the African Union Commission (AUC), led by Regina Maambo Muzamai, Director of the Internal Audit Office.
This meeting focused on reviewing the mechanisms for implementing the AFROSAI–AU Memorandum of Understanding, according to a statement from the Court of Auditors.
AFROSAI and the African Union: Strategic Priorities Since the Transfer of the Secretariat
Ms. El Adaoui highlighted the strategic priorities established since the transfer of the AFROSAI Secretariat from Cameroon to Morocco in July 2025. These priorities focus on:
Enhancing communication among member institutions,
Strengthening the efficiency of internal commissions,
Improving coordination among Arabic, English, and French-speaking semi-regional organizations.
She also emphasized the importance of expanding cooperation with international partners and enhancing AFROSAI’s presence within INTOSAI and other global platforms dedicated to public audit and governance.

Strengthening Financial Governance in Africa: A Shared Objective
For her part, Regina Maambo Muzamai praised the efforts made to modernize the AFROSAI Secretariat, noting that they directly contribute to enhancing good financial governance in Africa. She underscored the need to preserve the independence of supreme audit institutions to ensure neutral, effective, and rigorous public auditing.
Working Meeting on the Implementation Plan
A working meeting then brought together:
Representatives from the African Union Commission,
A representative from the AFROSAI Presidency (Audit Bureau of Libya),
Members of the executive leadership,
The English-speaking semi-regional organization (participating remotely).
This session allowed for the examination of operational measures needed for the implementation of the memorandum.
An Action Plan to Strengthen the Institutional and Legal Framework
At the conclusion of the meeting, a draft action plan was adopted. This plan includes:
Strengthening the legal framework for supreme audit institutions in Africa,
Developing professional skills,
Supporting advocacy for their independence,
Establishing mechanisms to recover illicit assets,
Contributing to the achievement of the goals of the Agenda 2063, the long-term development strategy of the African Union.
