Morocco Reaffirms Its Commitment to an Equitable Francophonie in Kigali
On Wednesday in Kigali, Morocco reiterated its firm commitment to a fair and inclusive Francophonie, expressing its readiness to share its expertise in promoting gender equality.
Speaking at the 46th Ministerial Conference of La Francophonie (CMF46), themed “30 Years After the Beijing Conference: The Contribution of Women in the Francophone Space”, the Moroccan delegation highlighted the Kingdom’s efforts to strengthen female leadership and support the establishment of a Francophone network of women leaders and mentors.
Promoting Female Leadership and Economic Inclusion
Morocco called for an acceleration of economic inclusion for women, particularly in rural areas, and emphasized the need to enhance access for young girls to STEM (Science, Technology, Engineering, Mathematics) fields, digital platforms, and artificial intelligence.
The year 2025, marking the 30th anniversary of the Beijing Action Plan, represents a crucial turning point for advancing women’s rights and consolidating equality of opportunity, according to the Moroccan delegation.
Moroccan Reforms: A Comprehensive Framework for Gender Equality
The delegation reminded attendees that the significant reforms initiated by His Majesty King Mohammed VI have strengthened the legal and institutional framework dedicated to gender equality.
The 2011 Constitution, which establishes parity as a national goal and prohibits any discrimination based on gender, serves as a cornerstone in this process.
Access to Education and Combating Dropout Rates
Morocco presented measures adopted to improve girls’ access to education, including:
the establishment of new school infrastructures,
programs dedicated to the education of girls,
a national strategy against school dropout launched in 2024.
Moroccan girls are performing excellently in scientific fields, comprising 42% of engineering students and excelling in prestigious international institutions.
Morocco’s Contribution to African Strategies
The Kingdom is also deeply involved in preparing for the African Decade of Education 2026-2035 and other continental strategies related to vocational training, sciences, and innovation.
Morocco emphasizes the importance of integrating a gender perspective into all these policies.
On November 5, the Pan-African Parliament adopted a model law on equality and equity proposed by Morocco, aiming to become an African benchmark.
Women’s Leadership and Political Participation
Morocco has implemented new measures to encourage female representation, notably during the October Cabinet meeting, which included:
the creation of electoral districts reserved for women,
incentives for young candidates,
mechanisms to enhance women’s presence in governance.
The Kingdom also promotes female diplomacy, fostering women’s participation in peace processes and international missions.
Commitment Within La Francophonie and International Cooperation
Morocco shares its experience in gender-sensitive budgeting (GSB) and supports the budgetary strengthening of the Francophone Network for Gender Equality.
The Moroccan delegation, led by Nadia El Hnot, reaffirmed the Kingdom’s willingness to actively contribute to the programs of the International Organization of La Francophonie (OIF) and enrich the political dialogue within the Francophone community.
CMF46 brings together ministers, diplomats, and officials from OIF member countries around the values of democracy, equality, cultural diversity, and human rights.
