Morocco: An International Conference Dedicated to African Victims of Terrorism in 2025
The Kingdom of Morocco will host the first International Conference dedicated to African victims of terrorism on December 2 and 3, 2025, in Rabat. This significant meeting aims to place the human impacts of terrorism at the forefront of continental priorities and to enhance mechanisms of support, assistance, and resilience.
Organized by the Ministry of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, in collaboration with the United Nations Office of Counter-Terrorism (UNOCT), this conference represents an unprecedented initiative, reinforcing Morocco’s commitment to a humanitarian, supportive, and inclusive approach to combating terrorism in Africa.
A High-Level Meeting to Strengthen African Solidarity
The event will bring together African government delegations, international and regional organizations, as well as victim associations, researchers, and experts specializing in the prevention of violent extremism.
Discussions will focus on the human repercussions of terrorism, the care of survivors, and the legal, institutional, and socio-economic challenges faced by African countries.
Victims and survivors will play a central role, sharing their testimonies and experiences to enhance community resilience and prevent radicalization.
A Strategic Morocco–United Nations Partnership
The conference is part of the partnership between Morocco and the UNOCT, highlighted by the establishment of the UNOCT Program Office for Africa in Rabat, which has become a key continental platform.
This office promotes a unified African approach based on:
solidarity among states,
capacity building,
national ownership of counter-terrorism policies.
A Victim-Centered Approach Focused on Their Rights
Through this initiative, the Kingdom of Morocco reaffirms its continental leadership and commitment to advocate for:
the rights of victims;
their integration into prevention strategies;
the development of tailored support mechanisms;
the promotion of a humanistic and inclusive approach in the fight against terrorism.
This conference aspires to become a major milestone in building a coordinated, sustainable, and human-centered African response to terrorist threats.
