The Higher Council of Scholars Holds Its 36th Session in Rabat

Ordinary Session with High Royal Approval

With the high approval of His Majesty King Mohammed VI, Amir Al-Mouminine, the High Council of Ulama will hold its 36th ordinary session on December 12 and 13 in Rabat. The proceedings will commence on Friday, December 12 at 5 PM at the headquarters of the Council’s General Secretariat.

Session Agenda and Priorities

The Council’s commissions will review several items on the agenda:

  • Adoption of the Annual Action Program 2025-2026 for the Council and the Councils of Ulama.

  • Discussion of the commemoration program for the 15th century of the Prophet’s (PBUH) birth in light of the Royal Letter.

  • Planning of field interventions as part of the communication plan “Tasdid Al-tabligh” 2025-2026.

Scientific Work and Fatwa Monitoring

The session will also focus on:

  • Assessment of the Authority Responsible for Fatwa between the two sessions.

  • The Fatwa on Zakat, issued at the request of His Majesty the King.

  • Monitoring the scientific work assigned to the Heritage Valorization Commissions and studies and research.

  • Reviewing the management of the Council’s budget and the Councils of Ulama for the 2026 fiscal year.

Legal and Regulatory Framework

This autumn session is held in accordance with the Moroccan legal provisions, notably:

  • Dahir 1.03.300 of April 22, 2004, concerning the reorganization of the Councils of Ulama.

  • Dahir No. 1.04.231 of February 16, 2005, approving the internal rules of the Council.

  • Dahirs No. 1.23.47 and No. 1.23.48 promulgated on June 15, 2023.
