Morocco Improves Its Budget Transparency Score by 4 Points

Morocco Sees Notable Improvement in Budget Transparency, Reports Ministry of Economy and Finance
The Ministry of Economy and Finance has announced that the results of the 2025 "Open Budget Survey" reveal a significant enhancement in budget transparency in Morocco. The country has gained 4 points compared to 2023, achieving a score of 51 points in 2025.
According to the ministry, these findings, published on April 15, 2026, by the International Budget Partnership (IBP), were developed with the involvement of the Budget Directorate, in coordination with Parliament and the Court of Auditors.
This performance positions Morocco third in the Middle East and North Africa region, following Jordan and Egypt.
The ministry attributes this progress to improvements in the quality and accessibility of budgetary information, particularly through the finance bill project, semi-annual reports, and the publication of the preliminary budget report.
Additionally, the country recorded an 8-point increase in budget oversight, now standing at 51 points, primarily due to the enhanced role of the legislative authority (+13 points) and the strengthened oversight by the Court of Auditors.
In terms of citizen participation, Morocco has seen a 60% increase (+9 points), maintaining its second position regionally, just behind Egypt.
The ministry emphasizes that this development is part of the broader momentum of structural reforms in public finances, bolstered by the 2011 Constitution, the organic law related to the finance law, and the law on the right to access information.
Finally, a new strategic framework for public finance reform (2026-2032) has been adopted, aimed at enhancing performance, sustainability, and transparency, while also improving citizen engagement and understanding of public finances, with a phased implementation starting in 2026.
