Morocco continues to progressively enhance its budget transparency, according to the latest evaluations from the International Budget Partnership (IBP), through its benchmark, the Open Budget Index. The report highlights notable advancements in the publication of budget documents and access to public information, while also underscoring significant areas for improvement.
Efforts to Publish Budget Documents
The IBP analysis reveals that Morocco has strengthened the availability of several key documents related to the state budget, including financial laws, execution reports, and certain macroeconomic data. These developments indicate a commitment to align with international standards in public finance governance. However, the report points out shortcomings in the clarity, regularity, and accessibility of some publications, which remain challenging for the general public to utilize.
Limited Citizen Participation
One of the main weaknesses identified is the citizen participation in the budget process.
