Rabat: Signing of a New Concession Contract Between the State and ADM to Modernize Morocco’s Highway Network

On Thursday, May 14, 2026, in Rabat, a significant milestone was reached in the development of the Kingdom’s road infrastructure with the signing of a new concession agreement between the State and the Société Nationale des Autoroutes du Maroc (National Society of Moroccan Highways, ADM).
The ceremony was attended by several senior officials, including the Minister of Equipment and Water, Nizar Baraka, the Delegate Minister in charge of the Budget at the Ministry of Economy and Finance, Fouzi Lekjaa, as well as the General Director of ADM, Mr. Mohammed Cherkaoui Eddeqaqi.
Also present were representatives from the National Agency for the Strategic Management of State Participation and Monitoring the Performance of Public Establishments and Enterprises (ANGSPE).
A Contract to Modernize the National Highway Model
This new concession agreement is part of a comprehensive strategy aimed at strengthening and sustaining the Moroccan highway model. Its objective is to consolidate the mechanisms for network development while sustainably improving the quality of public service.
The agreement introduces several significant changes, including the extension of ADM’s concession scope to incorporate new strategic routes:
- the Tit Mellil – Berrechid highway
- the Rabat – Casablanca continental highway
- management of the Guercif – Nador highway operations
A Performance and Sustainability-Focused Vision
Through this agreement, the various stakeholders reaffirm their commitment to the development of national highway infrastructure. This primarily involves the Ministry of Equipment and Water, the Ministry of Economy and Finance, ANGSPE, and ADM, as a strategic player in the sector.
This approach also aims to enhance ADM’s financial stability and support the ongoing modernization of the highway network in alignment with the High Guidelines of His Majesty King Mohammed VI, may God assist Him.
