IFC Develops New Roadmap to Boost Tourism Investment in Morocco
The International Finance Corporation (IFC), a branch of the World Bank Group focused on the private sector, is preparing a new roadmap aimed at enhancing tourism investment in Morocco. Through this initiative, the organization seeks to identify high-potential projects, improve the sector’s attractiveness, and encourage the mobilization of private capital in support of the Kingdom’s tourism ambitions.
This strategic undertaking comes at a time when Moroccan tourism is gaining prominence, alongside the authorities’ determination to position the sector as a key driver of economic growth, job creation, and territorial development.
A Strategy to Accelerate Tourism Investments in Morocco
The IFC plans to adopt a structured approach to conduct an in-depth analysis of the national tourism ecosystem. The goal is to gain a better understanding of investment opportunities, market needs, and the barriers that still limit private sector involvement in certain segments.
The mission will focus on studying the Moroccan tourism market, evaluating the most competitive destinations, and analyzing the directives of the national tourism strategy. An international benchmarking exercise will also be carried out to compare Morocco’s positioning with that of other competing destinations both regionally and globally.
With this effort, the organization aims to acquire a clear vision of the most promising segments, whether they pertain to beach tourism, cultural tourism, ecotourism, sports tourism, or business tourism.
Priority Projects and a Targeted Investment Pipeline
Following this analysis phase, investment opportunities will be categorized based on their economic potential, attractiveness, and impact on local territories. The IFC will also identify priority projects that can generate added value and attract more private investors.
In-depth studies will be conducted on various tourism value chains to pinpoint market gaps, infrastructure needs, and local development opportunities. The forthcoming roadmap is expected to yield a structured pipeline of tourism projects that could be financed across different regions of the Kingdom.
Sustainable Tourism and Climate Resilience at the Heart of the Project
The project places significant emphasis on environmental issues and sustainability. The IFC aims to integrate green financing mechanisms, climate-smart investments, and solutions that enhance the tourism sector’s resilience against climate change.
The initiative also highlights job creation, skill development, the integration of SMEs into value chains, and strengthening local suppliers. Improving the business environment is also among the priority areas under consideration, with the objective of facilitating private investment and enhancing the competitiveness of Moroccan tourism.
An Expression of Interest Issued by the IFC
In this regard, the IFC has launched an expression of interest to select a consulting firm responsible for guiding this strategic mission.
The desirable profiles should possess confirmed expertise in multiple domains, including tourism investment, destination development, public-private partnerships, tourism planning, and economic development consulting. Experience with projects financed by international financial institutions, as well as a solid understanding of Morocco and the MENA region, are also key selection criteria.
An Operational Roadmap to Support the Growth of Moroccan Tourism
Through this initiative, the International Finance Corporation aims to contribute to the structuring of an operational vision that can bolster Morocco’s tourism dynamics.
The forthcoming roadmap is expected to provide concrete recommendations for improving the business climate, strengthening sustainable financing mechanisms, and accelerating the implementation of high-impact tourism projects.
The IFC may also mobilize, alongside the World Bank Group, various financial and technical support tools to promote the development of Moroccan tourism in the coming years.
