Water: Morocco Benefits from a European Program of 3.7 Billion Dirhams to Enhance Its Water Resilience

Morocco Advances Sustainable Water Management Strategy with New Program

Morocco has reached a significant milestone in its sustainable water management strategy with the launch of a major support program for the National Water Policy in Rabat. This initiative mobilizes a total funding of €348 million, equivalent to nearly 3.7 billion dirhams.

The program is jointly led by the Ministry of Equipment and Water, the European Union, Germany, France, and Italy as part of a “Team Europe” approach aimed at assisting the Kingdom in addressing the growing challenges posed by water stress and climate change.

The initiative includes a grant of €48 million from the European Union, supplemented by three concessional loans of €100 million each, provided by the French Development Agency (AFD), the Italian bank Cassa Depositi e Prestiti (CDP), and the German development bank KfW.

European support aims to facilitate the implementation of the National Water Policy through four strategic pillars. These include improving the knowledge and monitoring of water resources, enhancing management of droughts and floods, protecting water quality and biodiversity, as well as preserving groundwater resources.

This program is part of the Green Partnership between Morocco and the European Union signed in 2022, as well as the Mediterranean Pact adopted in 2025, which prioritize climate resilience and sustainable water management as key areas of cooperation between the two parties.

During the launch ceremony, Minister of Equipment and Water Nizar Baraka emphasized that water is a strategic issue of national sovereignty. He highlighted that Morocco has opted for a proactive approach to the challenges posed by drought through a profound transformation of its water model and the implementation of structural projects aimed at securing the Kingdom’s water resources.

The program also strengthens the efforts initiated under the National Water Plan and the National Drinking Water and Irrigation Supply Program (PNAEPI) 2020-2027, which aim to ensure sustainable access to water for citizens, agriculture, and economic activities.

In light of the effects of climate change and the increasing pressure on water resources, this international cooperation marks a new step in Morocco’s long-term strategy for resilience and securing water resources.
