Budget Surpluses of Local Authorities Exceed 6.5 Billion Dirhams in 2026

Moroccan Local Authorities Report a Budget Surplus of 6.55 Billion Dirhams by End of 2026
According to the latest data published by the General Treasury of the Kingdom, Moroccan local authorities have recorded a total budget surplus of 6.55 billion dirhams by the end of 2026. Although this figure marks a slight decrease compared to the previous year, it reaffirms the financial robustness of local governments and their ability to maintain substantial budget margins.
A Significant Surplus Despite a Minor Decline
As detailed in the monthly report dedicated to local finance statistics, the surplus registered at the end of 2026 stands at 6.55 billion dirhams, down from 6.9 billion dirhams during the same period in 2025.
This balance takes into account a positive outcome generated by special accounts and supplementary budgets. These resources are primarily allocated to cover expenditures already incurred that will become payable during the fiscal year 2026.
Rising Revenues Driven by Local Resources
The ordinary revenues of local authorities reached 15.51 billion dirhams, marking a 4% increase compared to the previous year.
This growth is largely attributed to a rise in revenues directly managed by local authorities, which increased by an impressive 26.9%. Transferred revenues also experienced a modest rise of 1%. Conversely, state-managed revenues fell by 33.7%, highlighting a mixed trend among various local financing sources.
A Decrease in Ordinary Expenditures
Ordinary expenditures amounted to 7.97 billion dirhams, representing a decline of 1.3% compared to the same period in 2025.
This decrease is primarily due to reduced spending on goods and services. In contrast, personnel costs rose by 4%, amounting to an increase of approximately 157 million dirhams.
Cumulative Resources Nearing 70 Billion Dirhams
Data from the General Treasury of the Kingdom also reveals that the cumulative resources of local authorities continue to grow. The total volume of budgets has reached nearly 69.3 billion dirhams, encompassing surpluses accumulated over prior years alongside the surplus noted in 2026.
This situation reflects the capacity of local authorities to maintain their financial equilibrium while having substantial resources available to finance local development projects and enhance services for citizens.
Despite the disparities observed in revenue and expenditure trends, local finances display a generally positive dynamic, affirming the increasing role of local authorities in the economic and social development of various regions across the Kingdom.
