Renewable Energies: A Draft Decree Opens Up Access to Medium and Low Voltage Networks for Installations in Morocco

Morocco Takes a Significant Step in Its Energy Transition

Morocco is making strides in its energy transition with a new draft decree currently open for public consultation. This proposal aims to broaden access for renewable energy production facilities to medium- and low-voltage electrical networks. The reform intends to accelerate the development of self-production and facilitate the integration of clean energy into the national grid.

A New Regulatory Framework for Renewable Energy

The government is preparing a new decree intended to govern the connection of electricity generation facilities from renewable sources to medium- and low-voltage distribution networks. Still in the public consultation phase, this text seeks to implement provisions introduced by Law No. 40-19 and replace Decree No. 2-15-772, which up until now has been limited to the medium-voltage network.

Facilitating the Integration of Green Electricity Producers

This regulatory change is expected to enable a greater number of operators, businesses, and investors to connect their solar installations or other renewable energy production units to the electrical grid. The draft outlines the technical and administrative conditions for access to distribution networks, aiming to simplify procedures, enhance investor visibility, and support the development of electricity self-production in Morocco.

A Lever to Accelerate the Energy Transition

This reform aligns with the national strategy aimed at increasing the share of renewable energy in Morocco’s electricity mix and bolstering the decarbonization of the economy. Opening the low-voltage network represents a significant step forward in fostering the establishment of new decentralized production capacities, while also supporting the Kingdom’s objectives regarding energy transition and energy sovereignty.

A Reform Anticipated by Sector Stakeholders

Professionals in the renewable energy sector view this draft decree as a critical milestone for accelerating investments in solar and other clean energies. Once adopted, this new regulatory framework is expected to provide greater legal security to operators and contribute to developing a more dynamic market for self-production and the injection of green electricity into distribution networks.
