39.6 Million Dirhams for the Modernization of Roads Leading to the Grand Stade Hassan II Ahead of the 2030 World Cup
Morocco is accelerating its infrastructure projects in preparation for the 2030 World Cup, which it will co-host with Spain and Portugal. Particular attention is now being paid to enhancing the road network serving key sports facilities, notably the upcoming Grand Stadium Hassan II in Benslimane.
In this context, the National Company of Motorways of Morocco (ADM) plans to invest approximately 39.6 million dirhams to improve several road routes and strengthen connections between the Casablanca-Rabat highway and the vicinity of the future stadium.
The goal is to streamline traffic, enhance road safety, and facilitate access to this major sports infrastructure, which is expected to accommodate significant spectator flows during major international competitions.
More than 31 million dirhams for lighting and electrical equipment
The investment program is divided into two main components. The first focuses on public lighting and electrical distribution equipment, with an estimated cost of 31.2 million dirhams.
The work is expected to span a period of 12 months and will include the installation of streetlamps, the development of medium and low voltage electrical networks, as well as the establishment of transformers.
These interventions will affect several routes undergoing redevelopment or widening. They particularly target the provincial road 3304, its connection to the regional road 313 via the Mansouria interchange, the widening of provincial road 3308, and the duplication of provincial road 3323.
8.35 million dirhams for signage and road safety
The second component focuses on enhancing signaling and road safety measures. ADM has therefore opened a national call for tenders to execute horizontal and vertical signaling work, as well as the installation of various safety equipment.
The estimated cost for this part of the project is 8.35 million dirhams excluding taxes, with an execution period set at five months.
The planned work includes the redevelopment of provincial road 3308, creating three lanes in each direction between the Mohammedia-East interchange and national road No. 1.
The program also includes the duplication of provincial road 3304 between the regional road 322 and national road No. 1, along with the establishment of the Mansouria interchange.
Furthermore, the provincial road 3304 will be extended along a specific route to meet regional road 313. The project also includes the duplication of provincial road 3323 at the Bouznika interchange, which is connected to the Casablanca-Rabat highway.
Bids opening scheduled for September 2
According to the provisional schedule published in March 2026, the opening of tenders for this component is set to take place on September 2, 2026, at the headquarters of the National Company of Motorways of Morocco in Rabat.
ADM is also advancing the digitalization of its public procurement management. The provisional guarantee required to participate in this tender has been set at 80,000 dirhams.
Applications must be submitted exclusively via the electronic platform dedicated to public procurement. This procedure aims to simplify processes, enhance transparency, and facilitate company participation in contracts while eliminating the submission of paper documents.

These works are part of a broad modernization program for the transport network around Benslimane, an area set to host one of the most emblematic sports projects linked to the 2030 World Cup.
Strengthening road infrastructures and connections with key highways is crucial for ensuring accessibility to the future Grand Stadium Hassan II and managing the anticipated surge in supporters, visitors, and vehicles during major international competitions.
With a total investment of nearly 39.6 million dirhams, the program reflects Morocco’s commitment to anticipating mobility needs around its sports infrastructures and enhancing the logistical preparations of the Kingdom for the 2030 World Cup.
