Cleaning in Casablanca: Three Operators Compete for a 1.2 Billion Dirham Contract

The management of the cleaning service in Casablanca is entering its final phase. Following the closure of the technical evaluation, only three candidates remain in the running to win this strategic contract, estimated at nearly 1.2 billion dirhams.
This contract, structured in four lots, pertains to the management of household waste in the metropolis, a key sector with the current contract set to expire on June 30.
Five Candidates Initially, Three Selected After Technical Evaluation
Initially, five operators were shortlisted as part of the bidding process. At the end of the technical analysis phase, two of them were eliminated.
According to sources familiar with the matter, the Chinese operator JSYH was disqualified at this stage for failing to meet the requirements outlined in the specifications. The Averda group had already been disqualified during an earlier phase.
Three Groups Still in the Running
The three operators still in contention are now Arma, SOS NDD, and Mecomar. They have progressed to the financial evaluation phase, a crucial step in the final selection process.
This phase aims to differentiate the bids not only on financial grounds but also based on their overall balance and ability to meet public service requirements.
Towards a Possible Negotiation Phase
According to some reports, the commission tasked with the dossier may, following the financial offer analysis, summon the remaining candidates for direct negotiations.
The goal would be to optimize the proposals and ensure the best possible conditions for managing this essential service for urban cleanliness in the Casablanca metropolis.
