A Major Shift in Continuing Education in Morocco: Revising Law 60-17
The continuing education framework in Morocco is on the verge of a significant transformation with the announced revision of Law 60-17. This reform could fundamentally reshape the governance of the sector, particularly by redistributing some of the powers currently held by the Office for Vocational Training and Labor Promotion (OFPPT).
According to ongoing guidelines, the aim is to create a system that is more efficient, more transparent, and better aligned with the needs of the labor market. Public authorities are considering a new institutional architecture that will enable more targeted management of funding and enhance the involvement of economic stakeholders.
This overhaul also seeks to address the issues encountered in recent years, particularly regarding access to continuing education, the quality of programs, and the monitoring of beneficiaries. The goal is to position continuing education as a strategic lever to boost employability and support the evolution of Morocco’s economic fabric.
In this context, the OFPPT may see its role shift towards more operational tasks, while overall governance would be entrusted to a broader entity or mechanism that includes various public and private partners.
