Urban Transport in Morocco: CTM and Transdev Morocco Officially Announce a Strategic Partnership Through Their Subsidiary Issal

CTM Group and Transdev Morocco Take a New Step in Public Transport Development
CTM Group and Transdev Morocco have officially advanced their strategic partnership for the development of public transport in Morocco. This partnership is realized through the establishment of three joint ventures: Issal Fès, Issal Tanger, and Issal Tétouan, in which CTM holds a 51% stake and Transdev Morocco holds 49%.
These entities are dedicated to the operation and development of urban and suburban transport networks in several major Moroccan cities. Their establishment has been approved by the Competition Council, following its decision on June 8, 2026, which confirmed the partnership’s compliance with national regulatory frameworks.
Deployment in Three Major Cities
The partnership already encompasses several delegated management contracts awarded by local authorities and overseen by the Ministry of the Interior.
In Tétouan, the Issal Tétouan subsidiary operates a network featuring a planned fleet of 194 new buses, serving the Intercommunal Cooperation Establishment Achamal Al Gharbi. In Fès, Issal Fès manages a network of 149 new buses for the municipality, along with a current project for a High-Level Bus Service (BHNS) being studied. In Tanger, Issal Tanger operates a fleet of 216 new buses for the ECI Al Boughaz and Tanja Mobilité, with a future capacity set to reach 323 vehicles, which will also include a BHNS project.
These contracts are set for a ten-year operational duration, reflecting a long-term vision for urban transport modernization.
A National Program for Mobility Modernization
This initiative aligns with a national context of profound transformation in public transport. Morocco has launched an ambitious program estimated at 11 billion dirhams between 2025 and 2029, aimed at modernizing bus networks in 37 cities across the Kingdom.
Jointly led by the Ministry of the Interior and regional authorities, this program seeks to improve the quality, performance, and attractiveness of urban transport. The creation of the Issal subsidiaries is fully integrated into this dynamic, combining CTM Group’s expertise with Transdev’s international know-how in urban mobility.
