Direct Social Assistance: Morocco Launches a New Phase to Support Beneficiaries Towards Autonomy

The Moroccan government is continuing to modernize its direct social assistance system by introducing new measures aimed at promoting professional integration and economic independence among beneficiaries. This reform is part of the social state initiative and seeks to facilitate the transition of vulnerable households into the formal labor market.

Since the launch of the direct social assistance program in 2023, several million households have benefited from financial support intended to improve their living conditions and enhance their social protection. However, field experiences have revealed certain challenges, particularly a fear of losing assistance immediately upon taking up a declared job.

Encouraging Integration into Formal Employment

To address this issue, the reform project includes the establishment of a gradual support mechanism that will allow beneficiaries to enter the labor market without fearing a sudden interruption of their social support. An exceptional transitional bonus will be granted to households that become ineligible after a member of the household registers with the private sector social security system.

The goal is to create a smoother transition between the situation of social assistance and professional activity while encouraging job declaration and access to work-related social rights.

Simplified Return to Assistance in Case of Job Loss

Another new measure is the elimination of the waiting period that previously applied to beneficiaries who lost their jobs. From now on, affected households will be able to regain their right to direct social assistance more quickly, thereby strengthening their financial security during tough times.

This measure aims to ensure better continuity of social protection and to reduce the risks of precariousness linked to the fluctuations of the labor market.

Towards Social Assistance Focused on Empowerment

Beyond financial support, authorities wish to make direct social assistance a genuine lever for economic and social inclusion. The strategy relies on an approach that combines household support, access to employment, skills development, and the strengthening of beneficiaries’ autonomy.

This new step confirms Morocco’s commitment to consolidating its social protection system while promoting the sustainable integration of vulnerable populations into the national economic dynamic.
