Electric Scooters in Morocco: New Traffic Regulations Set for 2026

Morocco is set to take a significant step forward in regulating electric scooters and other motorized personal mobility devices. In response to the rise of these new modes of transport, the Ministry of Transport and Logistics is finalizing a regulatory framework aimed at ensuring user safety while fostering better coexistence with other road users.

According to the ministry, this initiative was launched as soon as Minister Abdessamad Kayouh took office in October 2024, to address the legal vacuum surrounding the use of these vehicles in Morocco.

A Legal Framework Adapted to New Mobilities

A first step was achieved with the adoption of a decree in June 2025, amending the provisions of the Highway Code concerning vehicles.

This text introduces an official definition of motorized personal mobility devices for the first time, including electric scooters and electric bicycles.

The decree also sets technical specifications that these vehicles must meet, aiming to enhance safety standards and ensure their integration into the national road network.

A New Decree to Regulate Traffic

The government must now review a second draft decree dedicated to the traffic rules governing these new means of transportation.

This text outlines several measures intended to reduce accident risks and hold users accountable.

Key provisions include:

  • a maximum speed limit of 25 km/h;
  • mandatory use of a properly secured, approved helmet;
  • prohibition on riding with earbuds or headphone;
  • prohibition of use on public roads for children under 8 years old;
  • specific equipment for transporting young children.

Enhancing Road Safety

The ministry explains that these new requirements primarily aim to protect electric scooter users, whose numbers continue to rise in Morocco’s major cities.

Certain categories of vehicles will also need to be equipped with driving assistance systems to improve safety and minimize risks associated with their use.

Safer and Better-Organized Mobility

Through this reform, authorities aim to support the development of new mobility options while ensuring smoother and safer traffic.

The Ministry of Transport asserts that all these regulations have been crafted through a participatory approach, with the ambition of providing Morocco with a modern regulatory framework capable of addressing new urban mobility trends while enhancing road safety.
