Tanger-Tétouan-Al Hoceïma Regional Multi-Service Company Launches International Call for Bids for Wastewater Treatment Plant

The Tanger-Tétouan-Al Hoceïma Regional Multi-Service Company has issued an international call for bids for the construction of a wastewater treatment plant serving the Ksar Sghir–Ksar Majaz urban area in Fahs-Anjra province.

Referencing 074/2026/AS, the project involves liquid sanitation works for the urban zone, particularly focusing on the treatment plant. The estimated cost for this venture is 48.516 million dirhams.

Interested companies must submit their proposals by October 14, 2026, at 10:00 AM.

A Strategic Project in the Tanger Med Region

The decision to issue an open international tender allows both Moroccan and foreign companies specialized in wastewater treatment, hydraulic works, and electromechanical equipment to participate in the project’s realization.

The future facility will serve two urban centers located on the southern shore of the Strait of Gibraltar, near the Tanger Med port complex. This area is undergoing significant urban development, driven by the expansion of economic and industrial activities in the region.

The project aims to support the urban expansion of the Ksar Sghir–Ksar Majaz axis while strengthening the liquid sanitation infrastructure in the territory.

Over 22 Kilometers of Sanitation Networks

The treatment plant is a key component of a much larger system designed to ensure the collection and treatment of wastewater from the two centers.

Environmental studies propose the construction of 14.2 kilometers of primary, secondary, and transfer networks, supplemented by an additional 8.4 kilometers of service network.

In total, the program will encompass more than 22.6 kilometers of pipelines, along with 1,274 individual connections and six storm overflows.

The system will utilize a pseudo-separative network to collect wastewater from the two urban centers before its transfer to the treatment plant.

Four Pumping Stations to Adapt to the Terrain

The topographical configuration of the area also necessitates the construction of several lifting structures. Studies indicate the presence of four main pumping stations, identified as SP3 to SP6.

These installations will be linked to discharge pipes with flow rates expected to range between 21 and 58 liters per second.

The pressurized network will utilize pipes made of PVC and high-density polyethylene, with diameters reaching up to 400 millimeters for certain sections.

This design is intended to facilitate the transportation of wastewater despite the challenging terrain that does not permit entirely gravitational drainage.

Consequently, the treatment plant will serve as the terminal point of the system following the various stages of collecting, transferring, and pumping effluents from Ksar Sghir and Ksar Majaz.

A Project Originally Launched by the ONEE in 2024

This project is not new. An initial international consultation was launched in 2024 by the National Office of Electricity and Drinking Water (ONEE), Water Branch.

At that time, the contract pertained to the design and construction of the plant. The estimated budget was 42.96 million dirhams for construction and 2.563 million dirhams for operations, totaling 45.523 million dirhams.

The funding was expected to be secured through the German development bank KfW, as part of the APC III program.

The SRM Resumes Control of the Project

The new procedure published on August 24, 2026, presents several changes compared to the previous consultation.

The estimated cost for just the construction has now reached 48.516 million dirhams, with the SRM Tanger-Tétouan-Al Hoceïma acting as the public buyer.

The procedure retains its international character, allowing specialized foreign companies to bid.

Additionally, the project is part of a hydraulic investment program that has benefited from various European financial contributions. Early phases were notably supported by the AFD, KfW, the European Investment Bank, and the European Union.

A New Facility to Support Urban Development

With this new call for bids, the creation of the wastewater treatment plant takes a significant step forward. The goal is to establish infrastructure capable of supporting the development of Ksar Sghir and Ksar Majaz while improving wastewater management in this strategic area of the Tanger-Tétouan-Al Hoceïma region.

Ultimately, the project aims to integrate the collection, transfer, pumping, and treatment of wastewater into a cohesive system that meets current demands and the future growth of these two urban centers near Tanger Med.
