Artificial Intelligence: Morocco Invests in Responsible AI to Modernize Its Administration

Amal El Falah Seghrouchni, the Minister Delegate for Digital Transition and Administrative Reform, participated in a study day dedicated to responsible artificial intelligence for inclusive management.

Organized by the National School of Administration and the National Institute of Administration, this meeting brought together several institutional and diplomatic officials, including the ambassadors of Mexico and Portugal to Morocco, as well as the directors of the two organizing institutions.

The objective of this day was to discuss the challenges of artificial intelligence, the modernization of public administrations, and the strengthening of international cooperation in the digital realm.

AI: A Strategic Lever for State Transformation

In her address, the minister outlined the key points of Morocco’s vision regarding responsible artificial intelligence and digital transformation.

She emphasized that artificial intelligence is now recognized as a vital digital infrastructure, poised to play a central role in modernizing public action, enhancing administrative performance, and bolstering economic competitiveness.

This approach aligns with a broader dynamic aimed at accelerating the digitalization of public services and improving their efficiency.

Digital Sovereignty and Ethics at the Heart of the Strategy

The minister also stressed the necessary conditions for the responsible use of artificial intelligence, highlighting several major priorities.

These include digital sovereignty, cybersecurity, data governance, and adherence to ethical principles, such as system transparency and combating algorithmic biases.

These elements are deemed essential to ensure a balanced and secure development of AI technologies.

Toward a “Public Administration X.0”

The presented vision aspires to build a so-called “X.0” public administration that is simpler, faster, more reliable, and accessible.

This transformation relies on establishing sovereign digital infrastructure, developing digitalized public services, and enhancing governance over emerging technologies.

The goal is to provide citizens and businesses with more efficient public services better suited to technological advancements.

“AI Made in Morocco 2030”: An Ambitious National Strategy

The Ministry of Digital Transition and Administrative Reform is implementing several structural initiatives within the framework of the “AI Made in Morocco 2030” strategy.

This roadmap includes the establishment of Jazari Institutes, the development of research and innovation programs, and the enhancement of actions related to cybersecurity and digital inclusion.

International partnerships are also being developed to position Morocco as a regional center of excellence in artificial intelligence and data science.

Morocco Aspires to be a Regional Leader in Digitalization

Through this strategy, the Kingdom asserts its ambition to become a regional hub in the fields of artificial intelligence, digital transformation, and technological innovation.

This dynamic aims to strengthen Morocco’s position in the global digital economy while promoting the development of local skills and the integration of youth into future-oriented professions.
