Casablanca: 341 Million Dirhams to Accelerate Infrastructure Development in Casa Sud

On Monday, August 17, 2026, the Casablanca City Council approved several agreements and decisions related to major infrastructure projects for the metropolis. Among the key proposals adopted were the development of mobility infrastructure in Casa Sud, the modernization of waste management, and the financing of multiple parking lots.
These decisions come as Casablanca continues to transform its infrastructure to support the urban and economic growth of the metropolis.
341 Million Dirhams for Casa Sud
The priority program dedicated to mobility infrastructure in Casa Sud will mobilize a total budget estimated at 341 million dirhams, with implementation expected to span approximately 24 months.
The project notably includes the creation of a new 500-meter road connecting the Avenue de la Gare to the A3 overpass, as well as the construction of a two-lane overpass beneath the A3. The widening of Oasis Road by 2.5 kilometers is also among the main planned operations.
The program will also include a ramp to the A3, an overpass under Oasis Road, a new 200-meter lane leading to the urban highway, a 450-meter OCP bridge, and the widening of the OCP road by 600 meters.
Multiple Partners Mobilized
The financing of this extensive program will involve several partners. The municipality of Casablanca will contribute 81 million dirhams, while the Anfa Urbanization and Development Agency will provide 110 million dirhams.
The OCP Group will contribute 100 million dirhams and the National Railway Office (ONCF) will allocate 50 million dirhams. Casa Transport will act as the delegated project manager.
Casablanca Accelerates Waste Valorization
The City Council also approved an agreement dedicated to developing the landfill and waste valorization center for household and similar waste in Casablanca.
The project includes the construction and operation of new landfill cells, the treatment of leachate, and the valorization of biogas. An energy recovery unit is also planned to generate electricity from household waste.
A solar component is expected to complement the system. The electricity produced by the energy recovery unit will primarily be marketed to ONEE.
The program also includes the rehabilitation of Casablanca’s controlled landfill as well as post-closure management of the rehabilitated sites in Casablanca and Médiouna.
280 Million Dirhams for Parking Lots
The issue of parking was also addressed during the extraordinary session. The Council approved an amendment to the existing agreement concerning the development of structured parking in Casablanca.
Thus, this is not the launch of a new program, but rather an adjustment of the timeline for mobilizing the financial contribution from the municipality.
The estimated budget reaches 280 million dirhams, of which 275 million will be borne by the municipality and 5 million provided by the General Directorate of Local Authorities. From the municipal contribution, 200 million dirhams have already been disbursed. The remaining 75 million will be mobilized in two stages, with 25 million in the second half of 2026 and 50 million in 2027.
Land and Development Decisions
The session also focused on several land issues. Two plots located in Mahaj Hassan II, in the Sidi Belyout district, are set to be transferred from communal public land to communal private land.
Additionally, the Council approved several alignment decisions aimed at setting the boundaries of public roads in various districts, notably in Sidi Bernoussi.
Conversely, two matters concerning the amicable acquisition of a 936 m² plot in Maârif, intended for the development of a public garden, have been postponed.
A New Step for Casablanca’s Infrastructure
Through these decisions, Casablanca is concurrently advancing several projects: improving mobility in the southern part of the metropolis, modernizing waste management, developing parking facilities, and adapting urban infrastructure.
The Casa Sud program, equipped with 341 million dirhams, represents one of the major projects of this session, aiming to enhance road connections in a strategic area of the metropolis.
