Decarbonization of Highways in Morocco: ADM Advances Its Transition to Renewable Energy

A Strategy Aligned with Morocco’s Climate Goals
The Moroccan National Roadways Company (ADM) has launched a strategic initiative aimed at decarbonizing its entire highway network. This initiative is closely aligned with the Kingdom’s climate commitments, particularly the Nationally Determined Contribution (NDC) and the National Energy Efficiency Strategy, which seek to reduce the carbon footprint and promote the use of clean energy.
Significant Energy Footprint to Optimize
Highway infrastructures—such as toll stations, service areas, operational buildings, and lighting—represent a significant energy consumption. Scattered throughout the country, these sites exhibit diverse profiles but possess a substantial potential for renewable energy self-production, especially solar energy, which remains largely underutilized.
In-Depth Diagnosis and International Benchmarking
The first phase of this project will hinge on a detailed analysis of the current situation. It will involve data collection, examination of past consumption history, and field visits to 12 pilot sites (toll stations and service areas). An international benchmark of best practices will complement this diagnosis to identify leading approaches.
Assessing Renewable Energy Potential
The second phase will focus on analyzing the renewable energy resources available across the network, with an emphasis on solar energy. It will include modeling production capacities by site, estimating long-term costs, and integrating future needs related to traffic growth and the development of electric vehicle charging stations.
An Operational Roadmap and Strategic Partnerships
The final phase will culminate in the definition of a concrete roadmap for the deployment of renewable energies. This will outline investment priorities, an implementation timeline, and the business models to be adopted (self-consumption, grid injection, partnerships). ADM also plans to mobilize appropriate funding and strengthen collaboration with key stakeholders such as ONEE and Masen.

Through this strategy, ADM aims to sustainably reduce the carbon footprint of its infrastructures and actively contribute to Morocco’s energy transition, positioning the highways as a lever for sustainable development.
