Domestic Tourism in Morocco: Vacation Vouchers Could Be Integrated into the 2026-2030 Tourism Strategy

The Return of the Vacation Voucher Project in Morocco
The proposal to implement a vacation voucher scheme is once again at the forefront of discussions surrounding the development of domestic tourism in Morocco. According to numerous industry professionals, this initiative could become a key component of the upcoming tourism roadmap for 2026-2030, which will be spearheaded by the next government.
Inspired by models already adopted in several European countries, the vacation voucher system would provide employees with financial assistance aimed at funding their trips, transportation, or leisure activities. The main goal is to democratize access to vacations for Moroccan households while simultaneously stimulating national tourism activity.
Tourism Minister Fatim-Zahra Ammor has confirmed that this option is one of the mechanisms currently being explored as part of the preparation for the next national tourism strategy. Consultations are underway with various stakeholders in the sector to assess the implementation modalities and the feasibility conditions of the project.
For tourism operators, this mechanism could also help reduce the prevalence of informal practices within the sector. Currently, a significant portion of Moroccan tourists opt for unregistered rentals or alternative accommodations to cut their vacation expenses. The vacation voucher could thus redirect some of this demand toward established tourist facilities.
Professionals also believe that this system could help limit tourism seasonality, support classified hotels, and encourage the development of offerings that are accessible to the purchasing power of Morocco’s middle class. Numerous voices are also calling for the development of tourist residences and affordable accommodations to sustainably strengthen domestic tourism.
However, the realization of this project will largely depend on the directions set by the next executive following the 2026 legislative elections. Implementing such a system will require a legislative framework, funding mechanisms, and coordination between the state, businesses, and tourism professionals.
