The Moroccan Minister of National Land Planning, Urbanism, Housing, and City Policy, Fatima Ezzahra El Mansouri, recently outlined the Kingdom’s strategic directions regarding housing policy and urban development during a presentation in Marrakech.
In a speech delivered on her behalf by the Secretary of State for Housing, Adib Benbrahim, at the opening of the 58th Conference of the Habitat and Francophonie Network, she emphasized the need for a comprehensive and integrated approach to territorial development that aligns with Royal High Directives.
Housing: A Pillar of Public Policy in Morocco
The Minister reminded attendees that Morocco has made housing a central focus of its public policies, directly linked to the challenges of territorial development, social justice, and economic growth.
She highlighted the Direct Housing Assistance Program for 2024-2028, which she considers a major reform in public action. This initiative introduces a new approach grounded in increased equity, transparency, and direct support for families, marking a significant evolution in the country’s housing policy.
Towards a More Sustainable and Inclusive Urban Policy
Fatima Ezzahra El Mansouri also pointed out that this new dynamic is part of a refreshed vision for housing policy. It now integrates essential dimensions such as quality of life, the valorization of territories, and sustainable urban development.
This approach aims to better address citizens’ needs while keeping pace with the rapid changes occurring in Morocco’s cities.
Strengthened Cooperation in the Francophone Space
The Minister further stressed the strategic importance of cooperation among member countries of the Habitat and Francophonie Network. According to her, this collaboration serves as an essential lever to develop common approaches, strengthen institutional capacities, and promote more sustainable and integrated models of development.
She affirmed that Morocco is fully engaged in this dynamic, sharing its experiences while benefiting from practices and innovations developed by other member countries.

Fatima Ezzahra El Mansouri recalled that Francophone countries face similar challenges related to housing access, urban management, land governance, and resilience to crises.
She emphasized that these challenges require coordinated responses, tailored to each country’s realities, based on the exchange of experiences and best practices.

Organized by the Al Omrane Group under the auspices of the Ministry of Housing, the 58th Conference of the Habitat and Francophonie Network serves as a strategic platform for reflection and exchange on key issues related to territorial planning in the Francophone world.
