Legislative Elections 2026: The Government Boosts Public Funding and Representation for Youth and Women

Reform of Campaign Financing
With just a few months left until the legislative elections on September 23, 2026, the Moroccan government has initiated a review of the rules surrounding campaign financing and the mechanisms for political representation. Two decrees adopted in the Council aim to regulate public support for political parties, while also introducing measures to promote youth, women, and Moroccans living abroad (MRE).
Transparency and Securing Financial Flows
These texts define the terms for the disbursement and allocation of public aid, as well as the conditions for granting financial advances to political parties. According to Mustapha Baïtas, the government spokesperson, the first decree aligns with the legal provisions governing the election of members of the House of Representatives. The goal is to secure campaign financing and ensure a transparent management of public resources.
Enhanced Support for Youth, Women, and MRE
The system provides for a significant increase in public aid for certain categories of candidates. This aid is multiplied by six for each seat won by a woman, a candidate under 35, or a Moroccan residing abroad. Additionally, the reimbursement rate for campaign expenses can reach up to 75% for young candidates, illustrating the government’s commitment to fostering political inclusion and renewing the political elite.
Towards a New Generation of Political Leaders
These reforms are part of a broader strategy for the modernization of Morocco’s political landscape, aimed at encouraging the involvement of younger generations, women, and the diaspora, while also enhancing transparency and accountability in campaign financing.
