CNOPS Confronted with a Deficit of Approximately One Billion Dirhams, According to Parliamentary Alerts

The debate surrounding the financial sustainability of the social protection system in Morocco has resurfaced, with new warnings regarding the situation of the CNOPS (National Health Insurance Fund), which is reportedly facing a deficit estimated at nearly one billion dirhams.

During a recent intervention at the Chamber of Representatives, a member of the Justice and Development Party raised concerns about what she described as troubling indicators for the future of the mandatory medical coverage system and public health.

She pointed out that the CNOPS is facing significant financial imbalance, against a backdrop where some projections suggest that its reserves could be exhausted by 2030. Additionally, she criticized the decision to integrate the CNOPS regime with that of the CNSS (National Social Security Fund), arguing that this reform lacks a clear vision to ensure the stability of the system.

The parliamentarian also emphasized the urgent issue of health financing, which she considers a central concern. According to her, the distribution of health expenditures raises questions, as a significant portion is directed toward the private sector, placing pressure on public hospitals’ ability to fulfill their missions.

Furthermore, she urged the government to enhance transparency and coherence in public policies within the social sphere, asserting that current choices could jeopardize the long-term stability of the social protection system.

Finally, she advocated for the establishment of a more equitable and sustainable health model that ensures the financial continuity of coverage schemes while providing better access to care for all citizens.
